What is the best practice for uploading and storing files for my app. For example, I want my users to upload some photos. Where would I store these and how? Will the files get deleted with a new deploy?

Storing files to the local instance filesystem is a bad idea: They are not synced across multiple instances if your app needs to scale and they disappear on deploys. While it is possible to persist files to database, we recommend storing them in Amazon S3, from where you can also serve them.
