Hi Mark,
We don't currently support swapping applications across regions, but it should be relatively easy to create a new application in the EU and migrate to that. This way you can ensure that the migration can happen in your own pace and we're happy to help figure out a good migration plan. To minimize downtime you might want to migrate your application like so:
The application will now be running in the EU, but your database server still runs in the US. You likely want to create a new database in the EU and migrate your data to this. If you followed the steps above your users will only experience downtime during the migration (or you may be able to completely avoid it with another migration plan).
Since you're using the Memcached add-on I can also recommend that you start using Memcachier instead - unlike the Memcached add-on they offer memcached in the EU region.
The remaining add-ons shouldn't need any migration - all you'll loose is a little history.
