<p>Thanks for reporting this issue -- the service has been restarted and the issue should be resolved for now.</p>
<p>Generally speaking, the shared SQL server service can at times be quite variable in terms of performance and availability, and we don't recommended using it for anything but development and staging purposes for the same reason. If you're running a production app I'd highly recommend looking into a dedicated option from for instance AWS RDS, which offers comparable pricing for dedicated servers.
